Storm confessed but I'm not convinced that's the whole story....why would he think that Brooke and Katie would cover for him?
As he made his confession they flashed back to him doing it...
...the hand holding the gun
looked like it was a woman's
not a man's , to me...

Storm just confessed to Brooke and Katie, and admitted to setting up his dad.

Storm did it to set up his Dad, because the Dad abandoned the family and Storm had to be a Dad to the famil of girls......

at first i though it was jackie who shot her,then i thought it was stephanie's own sister who did it,and then i though it was stephen,and now it is letting everyone to beleave that storm did it,so who really shot her?the truth will come out sooner,or later.
