You need a bike licence, eventually, but once you have passed your first part of Compulsory Basic Training (CBT), you can ride one (depending on engine size) on a provisional licence.
Contact a scooter dealer for more info or check the http://www.dvla.gov.uk and http://www.direct.gov.uk/en/Motoring/LearnerAndNewDrivers/RidingMotorcyclesAndMopeds/index.htm websites.

In UK there is no "scooter" classification for licences. Any powered two-wheeler less than 50cc and not exceeding 50kph is classed as a moped, regardless of whether it is automatic or geared. Over 50 & less than 125 cc it is classed as a motorcycle.
To ride either you must hold:
1.A CBT certificate, obtainable at your friendly local training school for £80-100 and usually, but not always, taking one day. The CBT certificate is only awarded after training and shows that you have been taught the basics of safe riding.
2. A provisional licence, mopeds at 16 years, 17 years for a motorcycle. You must display L plates & cannot carry passengers until you pass both the Theory and Practical tests.
Look up Motorcycle Training in your Yellow Pages and talk to one of them, they will be happy to answer any other questions.

I can only speak for UK.
You will need at least a provisional license and will need to complete the COmpulsory Basic Training (CBT) course which will then allow you to ride a bike upto 100 cc.
Anything bigger you will need the full Motorcycle license.
Sorry if you outside of UK, I can't help.

The best thought here is to call your state's motor vehicle department and ask. In Ohio (where I live), if it has a motor and you drive it on public streets, you must be licensed, the vehicle has to be registered ( plate ) and you must carry insurance. As far as learning to ride, you can talk to the salesmen at the dealership. Courses are offered just for that. I hope this helps you.

Scooters and motorcycles, in most states, require an endorsement on the drivers license before you may legally operate them. If you have no license, you will most likely be required to take a written test then a driving test in order to obtain one. Call your states motor vehicle division to find out, they should have all the answers.
