First you find the difference between the two, which is $13,000.
Then you divide that (the difference) by either one of the premiums, depending on which premium you want to show the percentage of, and it gives the percentage. In your example, $186,625 is 7.49% more than $173,625. And 173, 625 is 6.97% less than 186,625 (if I did my division correctly).

Now the PERCENT of increase - what percent of 173625 is 13,000?

Divide 13000 by 173625
