I want to have my step fathers name taken off my birth certificate as it ws falsely entered there, however the place of my registered birth have said i have to prove he is not my biological father (I am mixed race he is white so is my mother) so a DNA test will be needed. I desperately want to take this course of action but am a lone parent on a low income. Who would be required to pay for this test, i am aware it can cost hundreds of pounds.

Submit yourself and your father for DNA testing to ultimately determine your filiation and be able to remove the surname of your father from your name if it is proven that he is not your father.

If you want to have the test done, you should pay for it or live with the stepfather's surname. Sorry.

In the U.S., you can just petition the probate court for a name change. If no one objects, your request will be granted. But since you're in the UK, I am not sure.
