I have Windows XP on a Dell laptop. I have two different portable USB drive that I sometimes plug into the computer. Sometimes when I plug them in, they show up as drive "E". And sometimes they are drive "F". That makes it hard to write programs and create shortcuts because the drive letters are never predictable. Is there some way to tell Windows (or to tell the drive) that when "this" one is plugged in I want to force it to always be drive and when "that" one is plugged it I want to force it to always be drive ?

Control Panel->Administrative Tools->Computer Management->Storage->Disk Management

Right click the drive and choose "Change drive letter and paths..." then hit Change. You can set the drive letter to any letter which isn't already in use. If the letter you want is already in use, you'll have to change the letter of the other drive first.

Once you do this, the drive should always come up as that letter, unless that letter is already in use when you plug the drive in (but it will revert to your chosen letter if it is available the next time you plug the drive in).

You can do that from the Control Panel.

Control Panel->Administrative Tools->Computer Management->Storage->Disk Management

You can then assign a letter to the USB device. Make it a higher letter (such as R,S, or T) so that it is unlikely you will add enough other devices for one of them to need that letter.

Because nothing else will ever get up to here it needs 'R', the letter should stay assigned to your memory stick.

it depends on how you have them plugged in. Usually the first device plugged in will become E. Then if you plug in another one it becomes F. It simply names them in alphabetical order in the order that the computer detects them in. If you have 2 of them it will read whatever is plugged into slot number 1 first.
So if you want them to be read the same way every time always plug them into the same slots in the same order every time.

it is remember on on your computer drives as an occasion A:,B:,C,D,E are 5 drives in case you enter usbpersistent then it's going to be F: power . in case you have A,B,C,Dpersistent then Usb have E: power
