Men who dress up as women are either transvestites or transgender.
A transgender person is a person who feel that their body is the wrong sex. A transgender person who is physically a man may dress and live life as a woman. Some go on to have gender reassignment surgery which changes the appearance of their sexual organs to match the sex that they feel they are.
A transvestite man is a man who is happy being a man, but likes to dress as a woman.
Neither being transgender, nor being a transvestite has any correlation with sexual orientation. The majority of transvestites males are straight and do not want homosexual sex. Many transgender people are "straight" in their birth bodies which makes them gay when they adopt their true sexual identity. It's possible for a man->woman transgender person to be attracted to females, for example.
There is nothing wrong, or freaky, or comical about either trangender people or transvestites, they are just people who don't conform to the "men wear trousers, women wear skirts" stereotype.

Some Gay persons may cloth themselves and or conduct themselves in an effiminate ways and you'd possibly know some around you.
But most Gay people are just ordinary like anyone else and are not walking with a sign of their front saying I'm Gay. So you will not that easily recognize a Gay person unless the person is prepared to share the knowledge of her / his difference with you and you should respect that.
I always feel a little offended when somebody ask me if I am Gay like if my lsexual orientation was of importance in our conversation. You do not see us Gay people walking around and asking people if they are straight. As a rule of thumb, when I am asked, I generally reply in an ironic tone Why are you asking? Are you not?
