yes, it always keeps on recieving signals, when a mobile is put on a idle mode i.e. when u r not talking or texting, it keeps on searching for the nearest and the best network signals, sometimes u can notice that even if u r not talking or texting the signals fluctuate, so at that time also ur mobile is at work.
