I think it just feeds into his delusions of grandeur. He's nothing but a petty dictator who pretends to be running a democracy.

It's interesting that Time qualifies its choice by saying it isn't an honor or endorsement. That being said, I still think that the man is dangerously underestimated as a threat and should not in any way be "recognized" by Time or any other organization.
