Étoile brillante, ou Étoile étincelante, ou encore Étoile scintillante when translated litterally. I personally don't think an adjective is needed when commonly describing a star which is, by definition, always shining unless it is dead, in which case the adjective representing that state would be added. The expression "Shining Star" may also mean a "star", in the sense of someone famous or important (for a sports team, arts, etc.). In this second meaning, I would translate "shining star" simply by "étoile".
