Black ice is ice that's formed very thin clear sheet that creates an antireflective coating similar to what they put on camera lenses. Things that don't reflect light look black. It appears dark whether on concrete or asphalt, but obviously blends in better on the latter.

It's formed when the pavement is wet from rain or melted snow, which then freezes (usually overnight) when the temperature drops.

If you were talking about black ice on a lake or pond, it refers to no snow in the ice when it is forming. Black ice on a lake is the safest even though it is the scariest to look down at.

Remember the Doobie Brothers song "Black Water", freeze it.

Black ice is ice frozen without many air bubbles trapped inside, making it transparent. Black ice takes the color of the material it lies on top of, often wet asphalt or a darkened pond. Its difficult-to-detect nature makes it a significant hazard to drivers, pedestrians, and sailors.

Black ice is just a think layer of ice on the road that you can't see. It's not really black it just appears that way because of the tar on the road.
