The estranged wife has the legal rights to plan funeral arrangements. Although it would probably be in her best interest to include the parents in the process, and try to get along with them for everyone's sake, especially if there are children from this marriage. Since there are no legal documents on file, she is still considered to be his wife. They cannot stop her from attending the funeral services unless they get a restraining order from the court, prohibiting her from coming near them.
