Based on your question, it would appear that you do not possess in-depth knowledge of either website design, or database operations. I'd suggest that if you are intending to use a professional website company to develop the site, that you leave these things up to them.
Just make sure you know exactly what YOU want, how you think it should all fit together, and what you want in the end; and the design company, if they're worth anything, will fill in all the gaps and make it all work for you, without you having to worry about all the lower-end stuff.

You might want to learn a good bit more about website design and programming before you heavily invest money in something like that. Otherwise you will most likely be throwing your money out the window.

First you have to think of the audience you want to focus your website towards. Then you normally want to create a good somewhat unique website design that meets the needs of that audience.

There are several basics to graphic design that you should probably follow:

1. Colors are very important. Go down a supermarket aisle and see how many items have red on them. Red is used because it grabs a person's attention. Yellow is often used as an attention getter. Red and yellow can also mean warning or caution. Yellow is often used in combination with blue because yellow on blue creates a 3D affect making the yellow look like it is in front of the blue. Green is usually associated with environmental and health conscious. And have you ever noticed that black is used for all of your microwave dishes pretty much. That is done on purpose. Black makes the dish look more apetizing and more like an expensive meal. Blue and Green are often used together to show tranquility. Just take a look at the Claritin commercials or vacationing commercials or other ads in magazines. You also have to think in means of readability. Some color combinations are not easy to read. Others may be easy to read but may prove a strain on the eyes. That is why many websites use white as the background color. Another common background color is blue because blue provides the least strain on the eyes.

2. Layout is also very important. The layout should be done so that everything is easy to find. A user should not have to hunt and peck to find the link or feature they want. You have to remember that most cultures read from left to right and top to bottom. That will play a big part on how the website should be laid out. However you have to keep in mind that the first portion of the screen or window that the person sees is probably going to be the center of the window. The graphics and layout should be laid out such that the person's eye can follow a line or the graphics should point in some manner or fashion to the next item. You also have to keep the audience's age and level of technical knowledge in mind. You might want a slightly more complicated website for a younger audience. For an older audience that is less computer savvy you might want a simpler layout that is easier to understand. In most instances, simpler is better.

As far as databases, databases are what keep track of all your records. Basically all databases are broken down into a few main sections: Tables, Queries, Forms, and Reports. The tables are where the data is stored. Tables are composes of Fields (specific groupings or columns of information). Queries act similar to what their name implies, a question. In lamens terms they ask the computer a question like: give me all of the users from Minnesota. The query then gathers all of the users from Minnesota and adds those users to a new temporary table to store those names in. Forms are where the user normally inputs data. In your case, that will be the website pages. Those inputs from the user will either get stored to a table or they will prompt a query to return the results they want to see. Those results normally get posted in what is referred to as a Report. A report is basically the result of one or more queries posted in some sort of arranged layout.

As far as who looks after the database, that can be a whole multitude of people. Marketing may look at the database to determine the audience and whether they are males or females, young or old or even what regions they are from. That may determine what future changes or direction the website goes as far as the layout and features. Then of course you'll need a programmer to program the website. Then you'll need IT guys to maintain the website if the website crashes. Then you'll need service people to answer emails and calls regarding the website for technical or other support.

I think by now, you might start getting the idea that there is a lot to consider instead of just: "Ooh, I want to start a website. Let's do it." For some things that works. But for most things it's kind of like a restaurant. If you don't do a ton of planning and manage it well, it will probably go belly up.
