I swear that I just saw that film a couple of months ago. Unfortunately, that's before I started keeping a film journal.
If it's the one I am thinking of, it's very low-budget, with no "name" actors. It's trying to be a suspenseful slasher-type picture but doesn't carry this off all that well.
EDIT: I haven't found it yet. I've been trying to envision the actors and actresses in this film, if it's the one I watched in the wee hours of the morning several months ago. Obviously, it was cashing in on "Psycho" and other such films, so the answerer below is wrong about it being "Psycho". There were a whole group of slasher-type films way back then, especially low-budget and usually independent ones.
Here are some I've looked into: Homicidal (1961), Dementia 13 (1963), and Paranoiac (1963). The problem is that some are so obscure that they don't end up in any video guides, which often ignore thousands of movies that are unavailable on DVD or even VHS.
I promise to keep looking because I'd like to set my mind at ease, as well as yours! I certainly wish that I had jotted down the name of that film; I don't even recall if it was on AMC or Channel 18, which often airs rarer films.

You are thinking of Psycho (1960) surely. She is in the shower and he pulls back the curtain and stabs her. Very few films were made in b&w after the mid 60's except for artistic effect.
