The letters of the word ambulance are reversely spelled so that they appeared legible when seen in mirrors. The light bounces back on the mirror and creates the inverse of the image. The image created on mirrors were virtual images. You can see the words of ambulance are written correctly. Therefore, the driver of the vehicle ahead will give way.

It is written that because the drivers who are infront of the ambulance will be able to read the words by looking at the rearview mirror and give way...ofcourse the ambulances have even sirens but police and others also use the sirens. so to let the vehicles in front give way to an ambulance the word is written as a mirror image.

If we see a word in mirror it appears in reverse manner, words may be confusing if we see in reverse, Ambulance is an emegence service, so people need it to be fast. As the driver in the front vehicle is able to read that it is ambulance, so that he gives the way clear. so to be able to get clear view of there service it is written in that manner.
