How would youy qualify the best penis? What would be the standard for.
Actually it is not so much the size or shape of it that matters but more how good its owners use it.
What use do you have of a huge penis if you do not know how toi use it to please your partner.
Any penis is different and initself is the best.

Please define "person". I take it you are excluding the feminine half of the population, or have you not got to that page in your primer yet?.
Please define "best".
Most men seem to think that length is good, women (who after all are expected to accommodate it,) don't.
Some men have average length fat ones, some have short fat ones. A thin one may excite a woman, but may not achieve anything for a man.There may be problems with making a connection with an average woman if a penis is not of average size. And as most women are "average", it's just as well most men are too.
Most of the world may not be happy to be 'average' , but it's probably just as well they are.

Why would any man want to have a penis that would scare women away? (The concept that women want penises that are scary big exists only in men's imagination).
