rx7 is faster but rx8 has better handling

Depends on the RX7. RX8 is faster than the early RX7s, probably faster than the early Turbo models. Late model (93+) are faster than the RX8.

the mazda rx7 goes 165mph and the mazda rx8 goes 150 mph

Nope. The RX-7 is more aerodynamic, more powerful, lighter, it is a 2 seater, and it handles much better. The RX-7 is in a different class than the RX-8.
The RX7:
0-60 in 5.5 seconds
Top speed is 155mph.

The RX-8:
0-60 in 5.9 seconds
Top speed is 150mph.

No. But since an RX8 will spend more less time not running or in pieces in a garage, its average speed over its lifetime will be higher.
