an employee is in floating status, is it right to hold or not giving their 13th month pay by their employer?

The 13th month is a bonus unless it is specified in the contract.
Bonuses are at the will of the employer

I'm not sure what you mean by 13th month pay, but it is a law that an employee has to be paid at least once every 2 weeks, of course there are some exceptions to the law, some branches in state government get paid once a month though it is in violation of federal law.

Every employee, regardless of status, is entitled to be paid for every hour they work.

An employer can't hold a check for any reason.
