A fairly technical definition: The weather is the processes that the atmosphere utilizes to try to restore energy balance caused by uneven absorption of solar radiation. Storms, wind, hurricanes, etc. are all methods to restore balance from a local all the way to a global scale.

If you are just asking what's the weather where one is, it's partly cloudy here.
