Eat slower. I know it sounds stupid, but it helps. It takes 20 minutes for your brain to register that it is full.
Eat more fruits and vegetables, and leaner meats. Take the skin off chicken. Limit your starches. Try and eat more wheat and grains, like wheat breads instead of white.
Eat breakfast. It starts your metabolism for the day. Have a light snack (an apple or some crackers nad peanut butter) after school in between lunch and dinner may help. It can keep your metabolism going all day long.
Since you dont do your own cooking, you may have little control over what you are served. But take more vegetables than you used to. Eat them first.
Drink more water and less soda, cut down on sugar and start exercising (take a 20-30 minute walk after school). You should see some differences in time.

First of all, don't put much thought in the height vs. weight ratio. That's all a load of bull. Muscle weighs more than fat. What you could be focusing on is your figure, which is a more accurate judge of your health.
The easiest way to help yourself eat less is to drink more water. In fact, drinking more water will also help you metabolize more efficently, causing you to lose even more weight. I always keep a water bottle with me and have a goal on how much I need to drink, usually about 6-8 Aquafina bottles worth.
Next, fill up on healthy foods. They take longer to digest than junk food and you eat less. Whole grain breads are good. Green, leafy veggies are good, too. In fact, fresh fruits are a good source of natural sugar instead of candy, and fruit juice is better for you than pop. In fact, if you're a pop-drinker and you're able to find it, try Izze. It's 100% natural sparkling juice and it's really tasty.
Last, exercise is key. Even if it's just going on a short walk once or twice a week in addition to your usual activities. Or, see if your mom would take a yoga, pilates or aerobics class with you. Not only are they good for you, but they help tone your muscles and burn fat quickly.

Lots of girls seem to gain a bit of weight before they hit puberty full swing and go through their growth spirts where they seem to lose all the baby fat. Don't sweat it in the mean time, you may just lose all the weight and then some naturally.
In the mean time, portion controll is a very good recommendation. Not only to make sure you aren't eating too much, but you want to make sure you're not eating too little either. Not eating enough will cause you to get fat too because it will send your metabolism into starvation mode and instead of storing calories into your muscles, it will store it as fat. That's one of the reasons why eating disorders never make the victims satisfied (that and it's a mental disorder so they have a completely distorted view of themselves anyhow).
Moderation of these is key, you don't have to cut them all out forever, but be sensible with them. Anyhow, you're going to want to avoid too much of these types of foods as a general rule of good health:
1) High fat foods. (fast foods, fried foods, ice creams, cheeses, chips, etc)
2) Simple carbs (processed foods like white flour, white sugar, high fructose corn syrum, pasta, etc) try to eat things the way they come from nature
3) Alcohol will make you hungry and slow down your metabolism.
4) Eat smaller meals with complex carbs and lower fat and a decent amount of protein. Eat them more often throughout the day. Learn to snack. Try to eat 5 small meals each day, 1 every 3 hours.
5) Not really food related: Make sure you exercise. Just dieting alone wont get what you want. Go out, play sports, go to the gym. Be active.

1. Avoid having big dinners since the body doesn't digest while asleep.
2. Limit fried foods and things like buttermilk/ranch dressing and thick desserts like cheesecake- they have tons of calories. When possible, replace candy/chips with fruit/trail mix.
3. Be sure you participate in your P.E. class and try to be active outdoors after schools (ride a bike, jump rope, roller skate).
