Yes, she will need a visa and it is difficult to get. The ultimate decision on whether she gets a visa or not is based on a mid-level government bureaucrat who can cite any of a thousand reasons why he/she won't grant a visa including the bad haircut they got at lunch. Both the US and the UK embassies in Kyiv rely on the same decision-making process--you must PROVE beyond all shadow of a doubt that you will leave the US or UK at the end of your visit. This is virtually impossible for most people to do. You can try, of course. Maybe that bureaucrat had a very nice haircut that day.

You have to send a letter of invitation. She will then be interviewed by the British Embassy and asked why she wants to visit. The answer, "to visit my boyfriend" will result in no visa as they will not believe she will leave the UK again, and they will probably be right in 80% of cases. The best method is to sign up for a cheap package tour and the visa will be granted. When she arrives she leaves the tour and stays with you - down side is she has to leave when the tour returns. Once she has a record of visiting and returning, the second trip is easier.

Of course, she needs a visa! I don't know why others say that she does not. And getting a visa for your girlfriend is one of the most difficult things ever. For detailed information you better contact British Embassy in Kiev. Ask them what papers you need to provide (and your girlfriend has to get) to go to the Interview.
