Both. Some were about the question of voting on the Constitution; but others were about issues such the role of a central bank.

Partially true. The Federalist Papers were originally published in New York City newspapers as part of the debate in the State of New York over the adoption of the Constitution. Later, copies of the Federalist Papers were sent to Virginia. So they were written to encourage adoption of the Constitution, but they were only targeted to one or two states. (Other similar publishing efforts were done in other states by both sides, but, due to the role of the authors of the Federalist Papers in the writing of the Constitution, the Federalist Papers have historically been given the most weight by lawyers, judges, and legal historians.)
