It has to do with the system of the courts of law. From city courts, to federal courts, to the supreme courts. They are used to interpret the laws and administer justice. They also keep in check to make sure that the Congress, Senate, and President don't get out of hand (keep them in check).

It's just another name for the judicial system.

It sometimes refers to just judges too.
