I would say "A" is the best answer but being a history buff I can also say I don't like any of the choices.

A is the closest but it is misleading at best.

The Articles of Confederation were a Treaty between the Thirteen United Independent States to establish a unified front for dealing with foreign powers during the American Revolution. Roughly speaking, the "government" established by the Articles of Confederation had even less power than the government established by the European Community under the Treaty of Rome.

The government established under the Articles of Confederation had no sovereignty and the Articles of Confederation expressly stated that the States retained their sovereignty (Article II).
