Most scientific reports are in the third person.

1) Introduction - What the paper will talk about. Start maybe with "The theory of plate tectonics is the driving force behind all of geology" Something that introduces the topic and it importance right off.

2) History of Plate Tectonics - important people like Alfred Wegener, Arthur Holmes, Inge Lehmann, Harold Jeffreys, George Airy, etc.

3) What the theory says now

4) What the evidence is

5) How we see it today, that is, volcanism, earthquakes, spreading centres in action today.

6) Maybe some unanswered questions and how they are being addressed, but this isn't necessary

7) Conclusion - restate the man points and emphasize how PT is the driving force behind all of geology.

So get to the library and remember to cite your sources!!!!
