The top has nothing to do with it.
There should be a line etched into the inside of the tank.
Is the water reaching this level?
If not look for an adjustment to move the float UP.
If the water is at the right level, does all the water leave the tank when you flush?
If not you need to adjust the Flap valve ( the rubber thing at the bottom of the tank). Move the chain up a link or two.
Also check to see if the water tap behind the toilet is turned all of the way to the left.

Just go to the hardware store and buy a rebuild kit for the inside of the toilet. The seal could have a leak, the flush valve could be cracked, it could be a few things. But the kit only costs $20 (US) and it has all new parts.
The lid has no bearing on whether the toilet flushes or not.

try this take a 3 gallon bucket of water pour it directly into the bowl Does it flush like it supposed to? if it does then you have clogged weep holes the holes that the water goes from your tank to your bowl.Do you see a date of manufacter on the inside of your toilet about 20 years old time to change it

You need that first three gallons of water in the back of the tank to initially start the action down. without this, your filling your tank to the line of the "gooseneck" or "S" in the trap, if there the slightest resistance, it's not going down..
Replace what you took out and you'll see the difference. If it's not broken, don't fix it.

your toilet has a plug in it.. when the back filles up it sends all the water down in one "slush" that sends the content down the sewer.. the plug is beween the top and the base.. or maybe you just dont have enough water in it

Tell me what country you are in, and i'll tell you what to do, the reason i am asking is because the, US & THE UK, have totally different systems and terminology for spares etc.

its b/c there isnt enough water in the tank or something is jammed in the water flowout or the plug doesnt open enough
