Try the Dutch national online phone directory (see link below). Unfortunately, it's a Dutch language-only website, but it shouldn't be too difficult. The entry fields in the green box (the red box in the middle is the commercial phone directory) in the left upper corner are "Wie" (who) and "Waar" (where).

So if you're looking for mr. Jansen in say, Rotterdam, you'd enter Jansen in the wie-field and Rotterdam in the waar-field, and click "zoek" (search). The list of results should be self-explanatory. Good luck!
