Call your electric power utility company for this job.
They will respond to your call, remove the limb and be very glad to keep you as a long term customer.
They have all the non-conductive tools needed to do the job safely, and if the wires break, they can reinstall the connection quickly at their expense.

It is best to leave this to the professionals. Probably the home has power, so there is not an immediate need to remove the limb. If the house does not have power, removing the limb will not restore it.

Don't touch it. Never touch anything on a live power line. Call the electric company and they will tell you if they can remove it, or if it is on your property, then it will be your responsibility, but you can call a professional to remove it in that case.

need to know a little more. is it the line to your house? the 1 w/2 black & a silver wire? or is it the main line?
you may be able to put a loop of rope on, as long as you & the rope are dry. if it the main power lines, just call the power company, they will come remove it.
