Rivals really depend on who you ask. Many times, Madden games will list a non-division team that a franchise has some kind of "history" with as a rival. Green Bay is rivaled against Chicago and Minnesota, but dueled some with Dallas and Tampa Bay at times in good regular season/playoff games. The same way the NFC East are all rivals of each other, but Dallas had it's rivalries with San Fransisco and the Giants have the Jets (to some degree). Indianapolis and New England is another good example of a playoff born rivalry that once the current administrations there are gone, will cool off.

It's not just the bears that are the packers rival, but the packers also have a rivalry against the cowboys since the cowboys claim 2 be the so-called "Americas Team" the Packs on the other hand are similiar 2 that since they themselves have a long rich history that rivals the Cowboys.

The Chicago Bears, first, and the Dallas Cowboys and Detroit Lions after the Bears. The Minnesota Vikings would be on the short list.
But, I live in Arkansas so what the heck do I know about Wisconsin?

the Packers are the rival to every other team in the NFC North. however, the Packers arch rival is the Chicago Bears. they have hated each other for almost a century. both teams will bring everyting they got at each game. by the way, the bears still suck! : )
