To have a newpaper you need news content. Who would be the best and cheapest full test news source? We are a non-profit 501C3 and can't spend much money.

Yes, there are many other sources such as Reuters, United Press International (UPI), PBS, Christian Science Monitor and BBC. They are businesses and have charges of course.
The Internet could be your source for cheap / free news content.
The choice of sources really depends on the focus of your non-profit group.
Political, social, gender, economic, local, health, etc.???

Add Bloomberg to that list.

Associated Press may not be as expensive as you think, depending on the size of the publication and the amount of stories you'd use. Give it a call and see what it says; you have nothing to lose.
