I expect that you have seen this link before, but I send it to you just in case. http://www.visitoslo.com/ It has sections on Oslo on a budget and what's on at the moment. There's no doubt about it, it is an expensive place to be.
As it will be cold (a good crisp cold, pleasant for moving about in), you will have to allow for warm drinks every often in your budget. Glog would be a good idea at this time of year. Have a good trip!
