It's a good idea to have both. Even those where you can set the heat to a specific temperature can be "off" by a few degrees or malfunction, but other heaters only have a +/- setting to increase or decrease the temperature - it doesn't tell you what the water temperature IS.

Yes i would definitely buy a thermometer as well. Most are very cheap and accurate. Heaters can lie to you and can be very fickle. Some shut off when they shouldn't others don't turn on when they should. Others are just off by 5 degrees (which is a huge deal!) A cheap, 2-5 dollar thermometer that either floats in your tank or sticks on the outside should alert you to any of these problems right away. Cheap thermometers can be bought at www.petsmart.com but I would recommend supporting your LFS!

For the reasons mentioned above - I third the vote of yes, you should buy a thermometre.
