is means equal to or =
of means "multiplied by"
Here total flock is the variable w, which does not stand for white, but wacky. I mean, who owns 1020 goats. That's the size of a small town!!! OK, get serious now...

1020 = 0.17 * w

Divide both sides by 0.17

1020/.17 = w = 6000, or about the size of Chilliwack...

You can reword the question... 17% of what total is 1020 goats. So 1020=.17(x) then solve for x by dividing 1020 by .17 = 6000 total goats
