An important element in Louis XVI's policies is his indecision. He knew what France needed: an overhaul of the tax system and financial system. But he was unable, despite his absolute power, to force his will on elements within France who did not share this concern. Also when the Estates General finally met in 1789 he was unable to contain the revolutionary elements within. When he dissolved the Estates General, it refused to go (the Tennis Court Oath), he caved in and accepted this illegal continuation.

He was an absolutist monarch, meaning that he only answered to God and no one else. This led to his demise by guillotine.
