I can't go a week without someone right behind having their high beams on. I don't get it? Why do so many people have it on? Is it just bright lights or their high beams?

Could be either. There are a lot of SUV and truck drivers with misaligned headlights. The height of these vehicles make it worse and often shine right inside the cabin of the car in front of them. I am sure car has misaligned headlights too, just that because a car sits lower, unless the headlight is aimed very high, it is less of an issue.

And of course, some people are too stupid to switch off their high beam as well. But I suspect majority of the case are just misalignment.

I'm pretty sure they're just bright lights. People tell me that I have my high beams on...but I don't. Besides, my dad told me that having high beams on too long kills the battery life.

Maybe they forget, maybe they leave the high beams on to hide the fact that one of the low beams is burnt out.

It's either high beams (probably because they forgot to turn them off) or not high beams, but they're too close to you.

In PA they pass law that in snow or rain storms you had to put your lights on. PA usually isn't first so would guess your noticing people that forgot their high beams were on.

attempt switching the headlights from one area to a various... if the difficulty persists on the drivers area then it would be a wiring difficulty if it strikes to the different area, replace headlight

Mostly it's improperly adjusted lights. Most states don't check headlight aiming, during safety inspections, anymore. As a result there are a lot of lights out of adjustment out there.

I also noticed it, it's very dangerous, for both vehicles.

they not highbeams... they are hids, which many people are getting them installed onto their cars. if someone highbeams you, it usually means get out of his way.
