Contact you local senator or Represenativea office. The phone number should be in the blue section of your local phone book. They will instruct you from there.

They both pass bills- if the house passes it first, it goes to the senate- if the senate passes it first, then it will go to the house. if it fails either time (house or senate) it starts all over again. If it passes both the house & senate, it goes to the President. You can write your senator or representative to write the bill and sponsor it, because that's the only way it gets in. YOU can't submit it, but an elected official can. I would actually call their office, let them know your idea-- it may just become law!!!

they both pass bills, reconcile the differences together and pass them on to the president to sign or not as he sees fit.

if you want to put a bull in the process, then you need to be elected to either house in your area.

if you want to have your already elected representative do that on your behalf, then contact his or her office and persuade them and their staff it will be a good idea.

You have to have a representaive agree with you and back it and they will present it. You can't just send one in. You have to have your representative do it.
