what are some factors that could make you reluctant on heavily depending on ure Cabinet.

I can think of one instance. You assume the Presidency upon the death or resignation of the preceding President and all the cabinet members are those appointed by that previous President. Until you have time to clean house, as it were, you would have no compunction to rely on them since most of them were picked based on their loyalty and fealty to your predecessor.
