speed is a type of drug that pretty much just gives you energy. But it is prescription so people who use without one act crazy. So, to make a long story short, when someone says, "are you on speed?", they mean, "are you on drugs?"

When they say that it doesn't mean that you are literally taking a drug, it just means that you act like it.

I would think it was a teasing way of noting that 'you are so much more energetic than I am' or saying 'please slow down!' or maybe they have some reason to wonder whether you are really using amphetamines.
