Nothing has changed the Miranda ruling

It didn't. Miranda said that congress could provide different protections than Miranda did, but that those protections had to be at least as protective of defendants rights as the Miranda decision was. The statute you're talking about tried to completely repeal Miranda without putting in any new protections. The court said that the statute was void.

What Statute?

Miranda is a constitutional right. No Statute can reduce the protection it affords, but one could increase it.
