You have to buy it via the shop channel on the Wii. It costs 500 wii points which is equivalent to $5.
You can get wii points by buying them with your credit card through the shop channel or going to a retailer and getting a 2000 wii point card that costs $20.

Free for me! Ahahahaha! I was able to get it before they started charging for it!
Unfortunately for you though, you will have to purchase it through the Wii shop channel, and it will cost you $5 (500 Wii points). If you are want to buy it, it's worth it, but make sure that you have an internet connection that you can use with it(wireless router, USB wireless connection).
