Almost all countries on earth had monarchs in the 1500's, including all of Europe, and emperors in Russian, Japan and China. The Americas were not independent. The settled areas were under the Spanish crown. (A few English settlements had been attempted in North America but they did not last.) About the only republic on earth was Switzerland.
