Kind of hard to answer because most roads are made of concrete to start with, then later paved over with asphalt as a repair. Sometimes, unstable soils would let the concrete crack and break, so large rocks (big as your head) are put on the graded soil, smaller rock compacted around the big ones and then a very thick layer (8-12" thick) of asphalt laid over that. This type of road is somewhat flexible and areas of the road may sag or sink, but it won't break with straight, accident causing edges as concrete would.
