Under the stated circumstances I would say the quarter. What's his name proved the theory of falling objects way back when but a quarter is a compact compressed piece of metal. The sheet of paper is just that, a sheet of paper. The paper will catch the air and flutter down whereas the quarter won't.

Both at the same time. If they were dropped in a vacum. Meaning no other force affects both objects. Just gravity.
