You can start with a blog ( list of free blog provider: http://blogadr.com/directory/freeblogs/ ). Some Personal Blog Example: http://blogadr.com/directory/personalanddiaryblogs/

To start your own website, you will need a domain and hosting ( http://www.blogadr.com/directory/webhost/ ).

It depends on how you do it. Some websites let you host consumer level websites (like facebook or Myspace) but give you little options where configurations are concerned. Angelfire lets you host your own webpage for free, but you need know-how in HTML programming and Microsoft Notepad :P If you want to go a step up, some people let you subscribe to domain names for a set fee for space (the amount of stuff you can save on your website) and bandwidth (high bandwidth is a great thing!).

Web hosting cost money (for the bandwidth) though there are some free hosts out there, but you'll need to display their ads (hey, they need to get something out of it)

Domain registration cost money. You can get some domain forwarders that are free, but usually they will do a pop-up ad.

Extra features like PHP, CGI, shopping cart, and such, may or may not cost money. Depending on your host.

Designing the website itself... can be done by yourself, or hire a professional designer to do it. Just remember the old adage: there's no second chance to make a first impression.

To create the website , nope, but to host the site yes. Alsi you will need to register a website name.com which will cost you as well. Think about $70 together for the all year.
