I have been bad at spelling since elementary school spelling test and spelling bees! I get worst when I don't read. So everyday I try to read the newspaper cover or a quick article. And I always look up words in the dictionary and on wikipedia... I have learned so much once I confronted my weakness.

I'm also a horrible speller, and one thing that's helped me is using chatrooms more often. I get spell checked and eventually learn what the correct example is.
Rhymes and any practice, really. 'I' before 'e', except after 'c'..

Just keep practising, find words in the dictionary or that you don't know how to spell and learn them for a week. At the end of the week test yourself.
Also reading helps a LOT with spelling.

The flashcard/workbook/dictionary approach would definitely help.
Really, reading is the easiest and most fun way to expand your vocabulary and your spelling ability. You'll learn the meanings of words based on their context, and just seeing the words will help you remember them.

Depends on your age and grade. If your school has Latin as part of the curriculum, enroll immediately. If not, try finding books on Latin in your local library. The study of Latin prepares you for many many other studies including medicine and law.
Hurry.

Just try practicing. Also try and find patterns in the words. For example, say you want to spell fragrance. Just remember f-rag-an-c-e.

look at your words. If it looks right to you, then go with it. If it looks wrong, type in the word with your spelling on google, and google with correct it. Also use spell check as much as you can
