If the foil was left on the bottom of the oven during a self cleaning cycle, it will not come off, it has permanently fused itself to the porcelain coat on the oven bottom, you can contact the manufacturer and purchase a new bottom tray, most of them are fairly reasonable in price and are easy to install, it is made to be a replaceable item because of things like this, even a wet scrounge will permanently score that service when it is hot.

Just put a pan of boiling water in you oven for about 10 minutes. The steam should loosen it.
