UK and Russia tend to exist as superpowers since modernization theory is used to summarize modern transformations of social life. Throughout certain periods of time, modernization theories attempt to identify the social variables which contribute to the social progress and development of certain societies and seek to explain the details of social evolution. Not surprisingly, modernization theories are subject to much criticism stemming from the views of the communist and capitalist parties, world systems theorists, and globalization theory and Dependency theory. Modernization theory not only stresses the process of change, but also the response to that change. It also looks at internal dynamics referring to social and cultural structure and the adaptation of new technologies.

Pakistan and Brazil adopts dependency theory since it is a body of social science theories, both from developed and developing nations, that are predicated on the notion that there is a center of wealthy states and a periphery of poor, underdeveloped states. Resources are extracted from the periphery and flow towards the states at the center in order to sustain their economic growth and wealth. A central concept is that the poverty of the countries in the periphery is the result of the manner of their integration of the "world system", a view to be contrasted with that of free market economists, who argue that such states are progressing on a path to full integration.
