How do you determine the best offer on ebay?

I was looking at an item on it and there was no way I could place a bid. It was best offer or buy it now. There was nothing by "Best offer". Does this mean there aren't any offers yet? I need to know because the item goes away in less than 3 hours.

Only the seller knows what the offers are/were. You have to click on it and make an offer. The seller will either accept it or reject it.
