I just finished my first semester of graduate school. (MPA degree) I took 3 classes and I got an A, a B+, and a C+. These are good enough to keep me in the program but I feel like they're not stellar. I'm considering going on to get another Master's degree or a PhD after I graduate and I'm just wondering how my grades will compare to other applicants.

Generally, anything less than a B grade in a masters program indicates you severely screwed up somehow and it's going to make a significant impact on a doctoral application assessment. You will need to strive to do much better in your coming semesters if attending a doctoral program is really your goal. It's not too late, but don't mess things up any further. Sorry if this sounds harsh but if you wanted to hear the truth, this is it.

A C+ is not good, but if you do well from now on, you should be OK. This is a professional degree, and any work/intern/research experience will help you as much as good grades. Take classes you enjoy next semester and you will get back on track.
