BOTH...in order to be and remain free in this world one must be a 'responsible' caretaker of themselves. You have certain 'rights' that must be respected by you, too! And, that depends on how responsible you are!

You have the right to remain silent. Any thing you say can and will be held against you in a court of law.
on the other hand
America is a free country and you can do and say whatever you want, as long as you don't violate another's rights.
Your freedom comes with limits well actually only one.
you being responsible for yourself and those around you.

I believe it is more your responsibilities than rights.
We are endowed with our creator with inalienable rights. That means rights that cannot be taken away from you by man. But we have a responsibility to live by the law. And to help our fellow man and at the same time benefit ourselves, as we engage in life, liberty, and the pursuit of happiness. But all this should be done from the goodwill of the heart.
