The Gemini spacecraft was designed and flew with two occupants.

Apollo flew with three.

That depends on what you mean by how many people rode in them.

The Gemini spacecraft was a two-man spacecraft. In all, ten manned missions flew, but some astronauts rode twice. In all sixteen different men flew Gemini missions, four of them flying twice.

The Apollo spacecraft took a crew of three. There were eleven manned flights in the Apollo program, but a number of astronauts again flew twice. In total 29 astronauts flew on Apollo, four of whom flew twice on Apollo. All four of those who flew twice on Apollo had also flown at least once on Gemini, as had eleven of the others.
